Right now the installer asks to include network settings to /etc/rc.conf and /etc/resolv.conf at the end of the install packages step. Which is a bit weird.
It should ask that right after you choose Configure system.
I dont know why it also generates locale right after that. Is it a bug? Locale are normally generated after you edit /etc/locale.gen.

confirmed: on a net install it asks for network settings after package installation. note that you can also set network settings without doing net install (eg configure-partial-network). we should probably make sure that nomatter how theuser sets his network settings, we ask to apply them to the target, at the right time. (similar to keymap settings)

- timing of question is now right before configuring system
- you can also have set the network in a separate process (eg configure-partial-network), it should also keep that in mind.
