This is due to a bug in epiphany:
The /usr/lib/pkgconfig/epiphany.pc doesn't get the engine replaced. Epiphany-extensions checks for the engine type during compilation and removes the error-viewer and several other extensions.

I've replaced 'engine=@with_engine@' in /usr/lib/pkgconfig/epiphany-2.24.pc with 'engine=mozilla', error-viewer plugin (and the other mozilla-related plugins) builds just fine.
