Up arrow on keyboard doesn't work in any kde program, after testing KDE
(4.1.96 update).

Please provide more information. Are you sure this is not a xorg/keymap problem? Did you try a new user?

you could try to set a keyboard layout in System Settings -> Regional & Language -> Keyboard Layout
