The icon is installed in /usr/share/scribus/icons/scribusicon.png. The desktop file doesn't reference the icon by full path and scribusicon.png is not in the search path. I guess it shows up in KDE because KDE ships some icons for common (KDE) applications.

In addition, the desktop file is buggy:
/usr/share/applications/scribus.desktop: warning: key "Encoding" in group "Desktop Entry" is deprecated
/usr/share/applications/scribus.desktop: error: value "application/vnd.scribus" for string list key "MimeType" in group "Desktop Entry" does not have a semicolon (';') as trailing character
/usr/share/applications/scribus.desktop: error: file contains multiple keys named "Comment[fa]" in group "Desktop Entry"
/usr/share/applications/scribus.desktop: error: file contains multiple keys named "Comment[lo]" in group "Desktop Entry"

In addition, there's no category assigned in the .desktop file, which means it will show up in the "Other" category. Please add something like Graphics or Office.

i think it would be more appropriate to put it under the graphics category.

maybe with the new 1.3.5 coming out soon this could be solved. (i filed a duplicate bug report for the 1.3.13 version)
