pulseaudio in in [community]. It would need to be moved to [extra] to enable it.

oops. Will it be moved to [extra]? Ubuntu and Fedora have chosen it as default.

I'm pulseaudio's maintainer. The issue has already been brought up ( FS#10930 ) but so far I got no definitive answer. In fact pulseaudio would only be a makedepend/optdepend for audacious-plugins, and only the developer would have to install it, for users it would be optional.
I don't think it would be wrong: makedepends and optdepends are, IMHO, "weak" dependencies, and don't "pollute" when cross-referenced from other repos. There's no official guideline about them, though, as they are a relatively new feature, and this problem has never been considered before.
