Description:
The shadow package that install /sbin/nologin does not include it in /etc/shells.
This is commonly used to disable accounts, and this is its only function, so I don't see any reason to install it if is not in the available shells.

Additional info:
* package version(s)
4.1.2.1-2 (But I suppose all the others)
* config and/or log files etc.

Steps to reproduce:
Install base system.

/sbin/nologin is not a valid shell and should not be listed in /etc/shells. I don't have this thing listed in /etc/shells on my debian boxes either and googling for nologin /etc/shells gives me this post:

Hum, I will search more. There is more that one nologin program, and I don't see any difference with /bin/false, which is in /etc/shells.
Their exit code is the same, the only visible diff is the "polite refuse message".

/bin/false is not in the default /etc/shells either. The only listed shells there are sh, bash and dash by default on Archlinux.
