Why Gimp 2.6 was added as gimp-devel? 2.6 - is stable branch. Development versions of Gimp numbered with odd minor version.

gimp-devel use the latest release whether it's developement or stable.

It will take a few months before the 2.7 developement branch is available. Meanwhile, gimp-devel will use the 2.6 branch.
