Description:

modem shoud be detected as cdrom, but i see this:

you mean that modem has internal memory with drivers that is detected as cdrom instead of flashdrive?

yes. modem has internal memory (virtual cdrom) with drivers and programs for Offtopic OS (tm)
in 2.6.26.x device ignored (see log) and i can't switch modem to modem mode :)
(using eject sr1 or usb_modeswitch)

Can you compare the kernel configuration in Fedora with ours? Maybe there is an option to enable such devices. I've never seen the "device ignored" message you experience.

Arch kernels(2.6.25.x) are ok. i think its not configuration problem.

You could try to load the usb modules, in mkinitcpio.conf and rc.conf:
MODULES=(ehci-hcd uhci-hcd)
