When I try to install using -U

# pacman -U foobillard-3.0a-2.pkg.tar.gz
loading package data...
checking dependencies...
(1/1) checking for file conflicts [#####################] 100%
(1/1) installing foobillard [#####################] 100%
#

But using pacman -S doesn't

maybe is a mirror problem, try another mirror.

first, try to remove local copy of package (/var/cache/pacman/pkg/foobillard-3.0a-2....), then install the package
