Description:

The archlinux-themes-ksplash package is now deprecated with KDE 4. The ksplash themes included with KDE 4 now offer a variety of minimalist themes and therefore this package will be removed from the Extra repository entirely.

This has been filed as a bug report for the sake of posterity.
