DetailsPKGBUILD for "kdesvn" is missing a dependency to kdelibs3. Starting the programm results therefore in an error message:
kdesvn: error while loading shared libraries: libkdecore.so.4: cannot open shared object file: No such file or directory |

Using options=('!makeflags') goes further, but still not succesfull.

Try removing kdelibs 4 from your system before building. That will probably fix it as it seems that it tries to use the kde4 stuff to link.
