A quick summary from the gentoo thread, this line was removed in touch.c:

#include "safe-read.h"

So this is an upstream bug. GNU's core-utils don't have a bugtracker, you're supposed to mail to bug-coreutils@gnu.org (It's a mailinglist - see http://lists.gnu.org/mailman/listinfo/bug-coreutils)

FWIW, At my request, slicehost.com has updated the Arch Linux kernel to 2.6.24-19-xen ....... this solved MY problem.
