Hhm weird, i just noticed that the package has a description.
It just contains some additional "'s.
I dont know if this could be regarded as a pacman issue as well.
Redshift can you maybe add toofishes here too?
URL should probably be http://search.cpan.org/~stbey/Bit-Vector-6.4/ or similar.

Either that or its 100% a packaging problem and it shouldnt contain the additional "'s in the first place

pacman -Qi and -Qs works. pacman -Ss doens't. So it looks like a db problem. When the package gets included in the db, it looks like the description is skipped.

$ repo-add test.db.tar.gz /home/makepkg/packages/perl-bit-vector-6.4-3-x86_64.pkg.tar.gz
==> Adding package '/home/makepkg/packages/perl-bit-vector-6.4-3-x86_64.pkg.tar.gz'
/usr/bin/repo-add: line 156: int math library: command not found
-> Creating 'desc' db entry...
-> Computing md5 checksums...
-> Creating 'depends' db entry...
==> Creating updated database file '/home/dmcgee/projects/arch-repos/perl-bit-vector/trunk/test.db.tar.gz'

Notice the error. Looks like we just have a quoting issue, I'll see what I can do to remedy this.
