Well several pkgs can do things like this, it's not worth removing since it's a directory that exists on the system anyhow. Package 'filesystem' creates this directly and libtiff doesn't place anything in /usr/local anyhow. Harmless.

I'll add an rm in the next release if I remember, it's not a but worthy of a rebuild.
