Description: It would be better having a link to the http://wiki.archlinux.org/index.php/Reporting_Bug_Guidelines instead of all those lines visible on top of the bugtracker interface, in a bold larger than the one used now font

I added a link, but we can't do any fancy formatting unless I flip on dokuwiki syntax - I did that before but it seems to corrupt some existing formatting people use.

Is what is up there ok?
