I've installed Arch linux fresh on my system, in about 5 minutes, and /tmp has wrong rights.
So, a non-root user could not login via kde, and mc also cries.
The interesting thing, that, in the downloaded filesystem package, /tmp has good rights, I mean 1777.
So, this might be an installer issue...

which ISO have you used?
did you use ftp install or cd install?

those isos are known to be broken with ftp install, please use the 2008.03 ones for ftp install
