Description:
Install texlive-latex3 from community without installing any texlive package before.
Packages texlive-bin and texlive-core are first downloaded and installed without errors.
Installation of texlive-latex3 fails with the message:
INSTALL: line 8: texconfig-sys: command not found

Result of analysis:
texlive-bin installs texconfig-sys in /opt/texlive/bin.
However, the active PATH variable is not extended with the new directory.
As a result the INSTALL of texlive-latex3 cannot complete.

Bypass:
User root logs into new bas shell.
PATH environment variable is updated with the new directory.

This is a known issue, which will be fixed with the next release (once TL2008 is out), as the paths will move from /opt to /usr.

This could be resolved temprarily by adding a "source /etc/profile.d/texlive.sh &&" before any call to texconfig-sys.

It already does that (look at the install script), but it does not always work for some complex reasons (IIRC: subshell instance called by pacman do not export correctly). The easiest temporary fix is to do it by hand, in the best Arch Way ;-)
