/var/lock permissions are too restrictive, i am almost certain that they should be 1777.

Somehow this was forgotten in the filesystem-2007.11-6
Can this be fixed before filesystem from Testing hits Core?
(and I guess chmod 1777 /var/lock should be added to our .install workaround as well)
