Description:
I created an rc.d script for setting sysfs settings. (It's based on one from http://rpm.pbone.net/index.php3/stat/4/idpl/5425649/com/sysfsutils-2.1.0-alt3.i586.rpm.html)
The script and config file can be used to set cpugovernor or battery setting, or every other setting in /sys.

To use it:
- place the script in /etc/rc.d/sysfs and the config in /etc/sysfs.conf.

Additional comments about closing:  This could either go in AUR, or people can just use rc.local as Dave said.

Hmm, is this something we need in a special daemon, or just something that should be integrated with our initscripts? It would make sense to treat this the same way as we do with /etc/sysctl.conf.

I don't know any special daemon or app to set those /sys settings.
Treating it like /etc/sysctl.conf and adding this script (or similar one) to some system init scripts would be a good idea.

Isn't this what /etc/rc.local is for? Seems like a duplication of already existing functionality.
