Never worked on Arch in Ubuntu seems everything's fine.
When I try manually execute /usr/bin/system-config-printer-applet in terminal, I'm getting this message:

system-config-printer-applet: failed to start NewPrinterNotification service

Can confirm that this error is still present in 1.0.9. You can get the icon to appear if you execute system-config-printer-applet when the printer is printing.

please try system-config-printer-gnome 1.1.5-1. it's patched so should fix this

Still doesn't work. I'm using kde at the momment and if I execute system-config-printer-kde I get:

Does this only work if the printer is directly connected to your pc? Because my printer sits in a network and is running over tcp(ip.

Well, it still doesn't work for me. Everytime I print something there still isn't an icon showing me that i'm printing.

IMO, the problem is CUPS. Both fedora and ubuntu ships a patched version of CUPS thats notify events via DBus.

Please correct if I'm wrong.

I can only see system-config-printer 1.1.7-3 in [extra].

I just tried the system-config-printer 1.1.12-4 package and it works now for the first time ever :). Did a print of a PDF file in Okular (using KDEmod4) and the printer icon popped up. Many thanks!
