While linux-atm package is provided in core, it could be added to iproute's dependencies. This way, iproute will build atm scheduler.

Is it a build dependence or a runtime dependence?

Gah, completely forgot about it.

Anyway, to answer above question - if iproute suite detects linux-atm during compilation, q_atm.so will be built along the way and linked to libatm.so.1 . Looking at iproute packages supplied with arch, it seems iproute is/was built before linux-atm.

On a note related to iproute compilation - it would be probably nice to move it from /usr to /
