What am I missing? If you install bash_completion, you also get completion for svn, no?

No bash-completion doesnt provide completion for subversion. You probably didnt check the files
included in it.
There is a completion file included in the subversion source but it isnt part of the package.

bash-completion does provide limited/buggy completion for subversion. There is also a bug report for it,  FS#13733 .
The functions are defined in tha main file /etc/bash_completion.
